1. Background and Rationale

The construction industry in Uganda is central to national development, serving as a catalyst for infrastructure development, job creation, and economic growth. However, local contractors and suppliers continue to face major hurdles, particularly in navigating complex procurement systems, accessing financing for project delivery, and fully participating in public sector opportunities due to capacity and compliance barriers.

One of the most pressing challenges remains the limited access to affordable and timely finance for mobilization, bid and performance guarantees, equipment leasing, and working capital to support project execution. In parallel, concerns around procurement transparency, capacity building, and local content enforcement persist.

In light of these challenges, UNABSEC in partnership with the Ministry of Works and Transport, is organizing a Construction Procurement and Finance Dialogue to bring together key stakeholders in procurement, public infrastructure, and finance to openly engage, explore solutions, and forge partnerships that can unlock inclusive growth in Uganda’s construction sector. The dialogue will also feature a practical training on submitting a qualifying bid.

2. Theme

“Unlocking Sector Growth through Inclusive Procurement and Sustainable Financing Solutions”

3. Objectives

  • To highlight systemic challenges in public procurement and financing for the construction sector.
  • To identify upcoming construction opportunities.
  • To build capacity and strengthen engagement on local content promotion and fair competition.
  • To explore financial solutions—contract financing, guarantees, asset leasing, invoice discounting, etc.—that meet the needs of local contractors and suppliers.
  • To create a platform for constructive engagement between government, financiers, and industry players.

9. Confirmation of Participation

Interested sponsors should confirm their participation by sending an email to the Programs Manager at programs@unabsec.co.ug not later than 13th June 2025. The email must indicate the sponsorship category of interest.

The confirmed partners/sponsors shall receive an invoice from the UNABSEC Secretariat, for which payments shall be made within three (3) days from the date of receipt of the invoice
